and the short version is

   1. move packaging to git://git.debian.org/git/debian-science/packages
      (any DD has commit permissions)
      and set
      Maintainer: Debian Science Maintainers <debian-science-maintainers@lists.alioth.debian.org>
      Uploaders: [yourself]

   2. Just tell me in what task(s) out of
       http://blends.debian.org/science/tasks/
      you might like to be the package in.

Yep.  I think libadolc-dev might be a good fit here

but perhaps you have better advise (you probably have a background for
packaging these libraries).
