Мне кажется, мы говорим немного про разные вещи. Я говорю про "Debian Policy",
раздел 4.7.4:
The maintainer scripts should not alter the conffile of any package,
including the one the scripts belong to.
В случаях, если данный конфигурационный файл может быть изменен другими
пакетами, обычно создается специальный сценарий, выполняющий эти изменения.
