Looks pretty close to upload. Can you please update
debian/ruby-sinon-rails.docs?

You can remove the first line and uncomment the second line.

Also team maintained packages are kept in alioth repo. Can you create
an account and ask for membership at
https://alioth.debian.org/projects/pkg-ruby-extras ?
