gnuradio-dev: missing Breaks+Replaces for gr-soapy when upgrading from
bullseye

Allows smooth upgrade from bullseye to bookworm.

[ Tests ] 
Installed gr-soapy on a bullseye lxc container.
Upgraded container to bookworm.
Successfully installed gnuradio 3.10.5.1-3

very low: only control files change with the targeted fix.
