Did you contact the armel porters? Maybe they can have a look
(X-Debbugs-CC them on the FTBFS bug)?

And if you/we want to go ahead with this transition without that FTBFS
fixed, we'll need to remove all reverse dependencies from testing.
Depending on how badly this transition is needed (now, or in due time)
the severity of the FTBFS bug could be set appropriately and
autoremovals can do their jobs.

Disclaimer: I haven't looked up more information to judge if this is
appropriate.
