qgis (2.14.15+dfsg-2) is now in testing, and unstable has -3:

qgis | 2.14.15+dfsg-2 | testing | source, amd64, arm64, armel, armhf,
i386, mips, mips64el, mipsel, ppc64el, s390x

qgis | 2.14.15+dfsg-2 | unstable | source, armhf, hurd-i386
qgis | 2.14.15+dfsg-3 | unstable | source, amd64, arm64, armel, i386,
mips, mips64el, mipsel, powerpc, ppc64el, s390x
