Dear Release Team,

I would like to update libcec in unstable to the 4.0 version because
kodi upstream switched to using it from kodi 17 beta 5. At the moment
kodi package is patched to use the older libcec 3 but this is an
undesirable divergence from upstream.

The mini transition would involve libcec and its single reverse
dependency, kodi, which I plan updating to beta6.

I'm aware of the transitions freeze but given the minimal impact and
risk of this transition I think it may get an exception.
