Please unblock package libxml-security-java

One of the tests in libxml-security-java prevented that the package
could be built on Debian's autobuilders. We worked around this issue
by disabling the test suite and not just ignoring possible errors. [1]
I also took the opportunity to improve the short description of
libxml-security-java. [2] Please find attached the debdiff.
