Bug#844264: release.debian.org: Please clarify "Packages must autobuild without failure"



Dear Release Managers:

If Release Policy wording is not going to be clarified in any way, that's ok.

Let's assume, for example [1, 2], that I found a package which FTBFS
more than 90% of the time on single-CPU machines, and rarely on
buildd.debian.org.

I do think that such bugs should still be serious and RC.

What should I do to override the maintainer's decision to downgrade
the bug?

Should I open a new bug against release.debian.org for each bug which
is (IMO) improperly downgraded? Should I make a list of bugs?

Should I seek for help elsewhere, like -devel or the T.C.?

General Resolution to establish that multicore is not part of
build-essential definition?

Please advise.
