As of now kwin-x11 package is available for buster:

% rmadison kwin-x11
kwin-x11   | 4:5.8.6-1     | stable     | amd64, arm64, armel, armhf, i386, mips, mips64el, mipsel, ppc64el, s390x
kwin-x11   | 4:5.13.4-1    | testing    | amd64, arm64, armel, armhf, i386, mips, mips64el, mipsel, ppc64el, s390x
kwin-x11   | 4:5.13.4-1    | unstable   | amd64, arm64, armel, armhf, i386, mips, mips64el, mipsel, ppc64el, s390x

So I´d use "apt update" and if the package then still is not available,
check your /etc/apt/sources.list. Maybe your mirror is outdated.
