For "new source", I mean that the new src:foo is not already in
Debian -- for example, when I uploaded the new version of kexi, it was
a new source, src:kexi, that took over the existing binaries (kexi,
kexi-data, etc).

In your case, a new version is not a new source, but simply a newer
upstream version of an existing source package.  This case does not
require going through NEW (luckly, otherwise it would be a total mess!).
