Bug#824915: kde-standard should not recommend freespacenotifier

The freespacenotifier package is no longer available (in testing/unstable),
and seems to have been removed as a part of the upgrade to KDE Frameworks 5.
Consequently the recommendation is no longer useful, so please remove it.
Also the suggestion to install kde-l10n package should most likely also be
removed,
as the meta-package also seems to have bee removed.
(The actual language packages, kde-l10n-<xx>, are still available though.)
