Nor should it. libgles1-mesa-dev is a binary package, and excuses are
source-package based.

The source package here is "mesa", which does not currently have any
excuses, as it has the same version in testing and unstable:

mesa       | 17.2.2-1        | testing            | source
mesa       | 17.2.2-1        | unstable           | source

It doesn't exist in unstable on any release architectures either so,
again, there is no migration being attempted (or expected to be
attempted) and thus no relevant excuses to display.
