Bug#771765: cups does not upgrade completely

After install I get cups in state

and cups filters and printer-driver-escpr in state
iW cups-filters 1.0.61-4 amd64
iW printer-driver-escpr 1.4.1-2 amd64
apt-get -f install does nothing, aptitude upgrade says it will
complete the install but does nothing. The only way to have properly
installed packages is to reinstall them (L in aptitude).
