I have just performed a test installation myself and you are indeed correct
that the mirror list is empty and just the default mirror option deb.debian.org
is shown.
The reason is that the architecture lists for the mirrors in Germany and South
Korea are outdated in the main mirror list. I have created a pull request for
that [1].
