Hi,

An update to this:

 * dh (since 9.20160115) automatically updates all instances of
   config.sub and config.guess to the version in autotools-dev
   - This is done via a new helper called dh_update_autotools_config.
 * Therefore updating config.sub and config.guess based on the contents
   of autotools-dev can presumably now be considered "common practise".

As for the wording:

 * I second the wording proposed by Bill in message #55 with or without
   Charles's suggestion to add/use "at build time" (preferring "with")
