Bug#620566: dpkg: "version number does not start with digit" is in contrast to policy

We have no upstream with such versions currently in Debian. I don't really
see the point of your objection. There's no supplementary work involved in
Debian.

I doubt we'll ever have to mangle the version name to satisfy the
constraint but even if we have to, it's trivial to add a leading 0.
