Bug#54777: marked as done (debian-policy: registers doc under Apps/Programming, not Debian)

It is a somewhat of a pain to find the policy document, as it is not
located in he doc tree along with other Debian-specific docs, but in
Apps/Programming (and so is the packaging manual).

* either Debian is the place, and the Policy and Packaging docs should
go there,

* or Apps/Programming is the place, and all other Debian docs should
be moved there.
