Reverted "fix lintian patch-file-present-but-not-mentioned-in-series warning" in libembperl-perl

I just reverted your commit "fix lintian
patch-file-present-but-not-mentioned-in-series warning" in
libembperl-perl (and will push the revert soon after this mail).
This patch is deliberately present but not in debian/patches/series.
See the most recent debian/changelog entry:
* Add lintian override for delay.patch not being enabled by
default. It's only present for use by porters on very slow
buildds.
See also the mentioned override in debian/source/lintian-overrides:
# Optional patch for porters only needed on very slow buildds
libembperl-perl source: patch-file-present-but-not-mentioned-in-series delay.patch
So I'm not sure why you thought that—despite that explicit
override—this lintian warning needs fixing.
