2x yes, by using a chroot. pbuilder/cowbuilder and sbuild are the
usual tools for doing this.

Ok, so same solution as for checking dependencies/testsuite compatibility when building for different Debian version.
And pbuilder under ubuntu guarantees that you can build for debian https://wiki.ubuntu.com/PbuilderHowto

I though I can avoid it because I have just two well known perl libs as dependencies, and testsuite tested with all versions of libs.

But probably it's the way to go.
