Sure you can? And install the appropriate -en-gb packages. (And note for hyphenation patterns it's hyphen-en. Thesaurus for en_GB doesn't exist, neither for Grammar.)

Nowwhere anyone says any language has all of those available or registered. :)

(And also note that the language the text you format in also counts.)

have to deactivate all the installed additional language pack and
install some other packages for using English(UK) rather than English
(USA)?
No.
(B) Also another essential Question:
Is there a way to have print in a text file all the packages installed
and the settings of my local Libre Office installation without using
the sub-menus under the Options tab?

You can change system defaults in /etc. I'd suggest not to if you need to post to a forum or ask about this here - or be sure you take updates of other stuff in new versions over or stuff most probably will break.

That then is the admins' (i.e. _your_ responsibility)

(Other than that the user config just contains changed values to the default.)
