Bug#460288: openoffice.org: can't open file with non-latin name when OOo is already running

After upgrading openoffice from etch version to etch-backports version
on an etch system, I'm facing the folowing behaviour.
If:
- OOo is already running (e.g. one document is already opened),
- I use KOI8-R locale,
- another 'oowriter /absolute/path/to/file_with_cyrillic_name.odt'
command is executed
then OOo does not open document, but instead shows an error box that
file is not fould. In that box, all cytillic letters are replaced by a
black box.
If OOo is not already running, then it opens file ok.
If OOo is already running, and I try to open document with relative file
name, then it opens file ok.
If OOo is already running, then file with absolute cyrillic file name
may be opened only by command
oowriter `echo /path/to/file | konwert koi8r-utf8`
But if OOo is not yet running, the above command does not find the file.
So it looks like when OOo detects that another copy is already running,
it somehow assumes that absolute filenames are utf8-encoded, while
relative filenames are locale-encoded.
Very strange.
2.0 version did not have such issues.
