This package is maintained on the Debian Multimedia Maintainers Team.

If a package hasn't been orphaned, and it doesn't meet the salvaging
criteria, then taking it over would be considered a hijack.

If the package meets the criteria for salvaging, then you could
initiate a package salvage:  https://wiki.debian.org/PackageSalvaging
It is likely that your sponsor will ask if you've tried to contact the
human maintainers listed under Uploaders.

If you don't want to want to do that, another option is to simply join
the Multimedia Team, add yourself to Uploaders, make your changes, and
seek a sponsor.  Doing it this way means other teams members may be
willing to review your work and sponsor the upload.  It's also the
fastest way to start making changes to the package.

Unfortunately it doesn't look like that will be soon enough for
bookworm :(
