Bug#941605: Please split installed tests into separate package

Hi,

I think

/usr/libexec/installed-tests
/usr/libexec/installed-tests/rtkit
/usr/libexec/installed-tests/rtkit/rtkit-test

should be split into a separate binary package, like rtkit-tests.
