You can request access to a porterbox pretty easily, but that's only really going to help with the FTBFS part, not with testing DHCP functionality for real as that requires root which is not available on porterboxes AFAIK. I don't think this is a good use of your time (or your sponsors'!). The cyle time is just too long, please consider developing in a VM and uploading once you get it working. You should likely submit your porting changes upstream for review before even integrating them into Debian though as I expect they'll be substantial as they amount to supporting a new OS.
