Noting policy bumps had some miniscule reason before lintian started shouting, but nowadays, it is NOT bumping that could be notable.

Yes, normally no changes are needed. But people that we sponsor need to know that they have to CHECK if they can update the standard. They can express this knowledge by writing in the changelog that they did not need to make any changes. So I am in favor of having this in the changelog.

ACK. Whenever I see:

|  * Bump Standards-Version to 3.4.5.

I read it as:

|  * Bump Standards-Version to 3.4.5, because Lintian yelled at me;
|    but actually I have no idea what I'm doing.
