I usually use 0.0.20051220 style version numbers for unreleased stuff. You can add more zeros if you feel your first release will be 0.0.1, or add another block with the time if you do multiple releases per day.
(2) Once the real version is uploaded to Debian, it will have version number greater than all the test packages.
