Hi,

        lintian tags groff-message has error report in salsa CI/CD.

lintian-explain-tags groff-message say it use:

N:       LC_ALL=en_US.UTF-8 MANROFFSEQ='' MANWIDTH=80 \
N:           man --warnings -E UTF-8 -l -Tutf8 -Z <file> >/dev/null

I think set LC_ALL=en_US.UTF-8 is the root cause.
If the machine don't has en_US.utf8 locale(locale -a output hasn't en_US.utf8),
this lintian check will report this warnning.

I suggest change to LC_ALL=POSIX or LC_ALL=C.UTF-8.
