Bug#904886: lintian: Support "debhelper-compat (= X)" B-D as replacement for "debhelper (>= X~)"

Can you just clarify this? If you specify both you get:

  dh clean
  dh: Please specify the debhelper compat level exactly once.
  dh:  * debian/compat requests compat 11.
  dh:  * debian/control requests compat 11 via "debhelper-compat (= 11)"

... thus, I'm not 100% sure what you mean by "no plans" to. :)
