Bug#597154: wrong warning latest-debian-changelog-entry-without-new-version

Package: lintian
Version: 2.4.3

Hi, maintainers!

I have a few packages which are uploaded in experimental and unstable.
I sopport one build-system for this package which is used in both
cases. So I usually do uploads:
unstable-experimental-experimental-unstable... etc. Build-system is
kept in git (branches), all packages have one changelog. For example:

http://packages.debian.org/changelogs/pool/main/i/iceweasel-l10n/current/changelog

iceweasel-l10n (1:3.6.9+debian-2) experimental; urgency=low
iceweasel-l10n (1:3.5.12+debian-1) unstable; urgency=low
iceweasel-l10n (1:3.6.9+debian-1) experimental; urgency=low
iceweasel-l10n (1:3.6.8+debian-1) experimental; urgency=low
iceweasel-l10n (1:3.5.11+debian-1) unstable; urgency=low
iceweasel-l10n (1:3.6.7+debian-1) experimental; urgency=low
etc

lintian does comparison between last two records and showes warning.
But I think that if last two records don't contain the same
distribution then warning will be wrong. Lintian should compare
last two records which refer to the same distribution.
