As discussed in #552052, we now consider perl-modules an internal
implementation detail of the perl source package and discourage direct
dependencies on it.

This patch makes lintian no longer recommend a perl-modules dependency
for dual-lived modules.

I'm working on a lintian warning about existing dependencies, but
will submit that as a separate bug.
