Bug#396278: lintian: wrong check for call to ldconfig

When ran on libc6-i686, lintian return the following warnings:
W: libc6-i686: postinst-has-useless-call-to-ldconfig
W: libc6-i686: postrm-has-useless-call-to-ldconfig
This is because of the presence of files like:
/lib/tls/i686/cmov/libc.so.6
They are installed into a sub-directory of /lib. Those sub-directories
are searched by ldconfig, so the check in ldconfig is wrong.
