Bug#273309: .devhelp usability check

Devhelp (http://www.imendio.com/projects/devhelp/) is the API documentation
browser for GNOME 2. It scans for ".devhelp(.gz)" files to build up its index
along the path /usr/share/gtk-doc/html:/usr/share/devhelp/books (see its
README for full details). A number of packages install their documentation
and their .devhelp file outside that path, typically under
/usr/share/doc/<package>/.
I'd like lintian to check that if a package contains a ".devhelp(.gz)" file
outside /usr/share/gtk-doc/html and /usr/share/devhelp/books then it has a
symlink to that file under /usr/share/gtk-doc/html or
/usr/share/devhelp/books.
