There are a few more untranslated strings (but I guess your answer still stands ;-) : $ LANG=C msgfmt -v po4a/de/best-pkging-practices.po 293 translated messages, 7 fuzzy translations, 15 untranslated messages. Furthermore, the new lines are almost a carbon copy from msguntypot(1) already translated in German by Helge (but not yet in the Debian archive, but already in the po4a repository, and maybe previously sent on the list).
