Could it be that your ISPs name resolving is extremely slow?

If you have NO internet connection, iceweasel starts in about 4-8 seconds
and won't check for plugin/malware-sites etc updates.

If you have a GOOD internet connection, iceweasel starts in about 4-8
seconds and checks for updates, which are then installed in background.

If you have a "special" internet setup that keeps the browser from
correctly resolving names, or blocks connections to update servers for
checks, this may be the only case which would explain such a slow
startup.  For this setup, you may want to disable all "check for
updates" features in iceweasels settings, including the malware site
protection database and all probably the engines listes on the startup
page.

You could use the iptraf monitor so see what kind of connections
iceweasel tries on startup. Also, try with "network disabled" setting in
network-manager, so iceweasel does not even attempt DNS lookups.
