I have the same problem, my system is:
Product Name: X470 GAMING PRO CARBON (MS-7B78)
CPU: AMD Ryzen 7 2700X Eight-Core Processor
GPU: Asus ROG Strix RX VEGA64 OC edition 8GB "THE SAME GPU"
I( have boot with "nomodeset" into grub line.
I have tested boot with: 4.19-3-amd64,4.19-4-amd64 and 4.19-5-amd64 always the same problem. Tonight douwgrade the packages
