The functionality exists since quite some time but has been disabled
until 4.6. On my laptop (Haswell), it started working correctly from 4.6
too. Previous kernels where exhibiting the same problems that you
observed (but I was able to enable/disable this functionnality without
restarting anything). Therefore, it seems that upstream put some work
into this functionnality but it doesn't work for everyone.

I can't say, I am not the maintainer of the kernel in Debian, just a
user. You can try 4.7-rc7 in experimental. It seems the bug is already
reported upstream (and not solved in 4.7-rc7):
