The Error says: "mkinitramfs: workaround is MODULES=most" but the
setting is modules=most. At least i thought this.
There was another file /etc/initramfs-tools/conf.d/driver-policy which
said modules=dep.
It works with modules=most.

i cloned git://git.debian.org/git/kernel/initramfs-tools.git and build
bf445db3ed93494a3091304801131db98c3dc679 initramfs-tools_0.121~rc3.

It builds the initrd without complains with modules=dep.
