Have you enabled VT in the BIOS? Sometimes you need to completely
power off the computer (disconnect the power cable) after enabling VT in
the BIOS, efore the VT setting gets enabled for real.

Also, Xen can run PV guests without VT. Xen needs VT only for HVM guests
(aka Windows).

KVM needs VT for all guests.
