The two issues are related, indexing needs to work in order for address
completion to work.
Upstream KDE is currently transitioning away from nepomuk to a new project
called baloo. Debian kde is currently working on the transition, but its not
done yet.
As for fixing the probllem right now, it might be useful to run
akonadiconsole, debugger, enable debugger, and then force re-indexing one of
your folders and see if it reports anything interesting under
akonadi_nepomuk_feeder
