The were rejected because there are no free java2 programs.

They will go to contrib.
I have one question to you all though.
Is the dummy packages needed at all?
The ftp-master did not really like them and I can understand him.
Do we want it to be there?
If the answer is yes I'll create a java-common-contrib that
creates the java2-runtime-dummy package.
