Strange ... lines seem ok.
I´ve tested /etc/ethers with more then 2000 lines and it was ok( I´m 
using sarge-2.6 ). :(

If you change the sequence of lines what result do you get?
did you looked on dmesg and logs ? ... nothing strange ?
Are you using custom kernel( which kernel and release ) ?
which is the exactly syntaxe that get  you result "SIOCDARP(pub): No 
such file or directory" ?
