Ssh try to bind with all protocols returned from getaddrinfo() but
Linux deny this. Linux behaviour shouldbe allowable.
Try sshd -d and ssh -v.
<http://ftp2.v6.linux.or.jp/pub/Linux/IPv6-2/ssh/ssh-1.2.27-IPv6-1.5.2.diff.gz>
will fix the problem.
