No technical meaning. It is a joke saying "This software (aptitude) is
not omnipotent". IIRC apt has similar message :-)

Thanks for telling me. I was rather wondering how cows came into it... :)

I think message translation is not just passing information in another
language, but creating a part of computing culture of that language.

As long as cows don't come into that string in any literal way, I can use my imagination.
