I believe I just cannot. :)  No man pages that are in Russian come into
ru_RU.KOI8-R directory...  All of them are install into ru.  The same
problem is with the Russian message catalogs: all of them are installed into
/usr/share/locale/ru/LC_MESSAGES instead of
/usr/share/locale/ru_RU.KOI8-R/LC_MESSAGES.

Pardon?  I did not quite catch.  If I have a Russian man page, I do not need to
read English version, do I?  Well, if I have to read English version, I would
issue `LANG= man command'.

As for groff, here we usually use latin1.  I do not know whether it's nice or
not: it just works.
