I even downloaded gnss-sdr_0.0.11.orig.tar.gz from the Debian website, to be sure that it is exactly the same file (their signature is the same!) and built the package from it, but I cannot get my package uploaded. It consistently get rejected.

I'd try "dpkg-buildpackage -S" from the git checkout, without going
through gbp. Put the gnss-sdr_0.0.11.orig.tar.gz in place (to "..")
first.
