TLF debian package available

Please test... Some changes to the code:
- Moved cleanup and deletelogline scripts to /usr/bin (they are named
tlfcleanup and tlfdeletelogline), so you have a clean logging directory
without these scripts.
- The tlf binary also resides in /usr/bin.
- ctydb.dat is moved to /usr/share/tlf.
- The curses screen initialization would hide printf commands for entering the
callsign, if no .paras is present. Fixed.
- There is a warning on the screen if logcfg.dat is absent.
Example logcfg.dat and filterline script is in /usr/share/tlf/examples.
You should be able to log from any directory.
I will package the cwkeyer modules later and also tlfdoc.tar.gz
