Bug#826154: libc6-dev: sys/wait.h does not include sys/resource.h

Dear Maintainer,

In previous versions of glibc (such as the version used in Debian
wheezy), <sys/wait.h> would include <sys/resource.h>.  It now does not
do so.  This breaks existing programs for no obvious reason.
