Probably never. You should either select another timezone (like Panama),

     As humorous as that is, I don't think we want to close this bug and
cease tracking this problem with the (current) stable release.  When
people use tzsetup to select "System V style time zones" --> EST5", they
expect their clocks to be set to UTC-0500 and stay that way throughout
the year.
     It should only observe daylight saving time if the user chooses
"System V style time zones" --> EST5EDT".  This discrepancy is
especially noticeable since choosing "PST8" versus "PST8PDT", "MST7"
versus "MST7MDT" and "CST6" versus "CST6CDT" shows the correct behavior.
     I can appreciate that this is not a critical bug and that there are
other bugs that should take precedence.  However, the low-priority of
this bug does not mean it should be ignored.  Wouldn't you agree?
