I do not quite understand how you interpret "List et_EE with charset
ISO-8859-15 as a supported locale" to mean that the charset was
changed.

Well, it didn't really change. The fix accepted by upstream is to add
an extra entry for et_EE with ISO-8859-15 charset. Ulrich didn't
accept to change the default charset.
